John,
The CHT reads water temp, and 248 is very high. I did not experience CHTs
going down over time, but did have a very high CHT when I first installed my
engine because I left a (almost hidden) plastic cap over the water pump
inlet.

degrees higher than normal (as I now recall that is 248F) after about 5
minutes of so of ground running at 2000RPM.

Les:
IF the probe you are using for CHT is in the Radiator and is reading
the "Water Temp" AND you are reading 248 F you have problems.
Check a few things:
1 - Do a pressure check of the water / radiator system. A SEALED
radiator should NOT go above 211 F. And 180 to 200 is more in line of
what it should be.
2 - Are you using an Anti-Freeze? YES you should be especially in the
summer, not just the winter.
3 - Where is the location of the probe? It sounds like it may be
reading CHT .. Or a combo of CHT & Water Temps.
4 - Check your Timing.
5 - What and How is your OIL Temps?
6 - Crazy question - Did you remove ALL cowl plugs and anti-bird plugs?
OK, that is all I can think of right now.
