If you already hold a US Certificate then English proficiency
is already a requirement for that certificate, so they just
let you get a replacement card that states that. Just
did mine a few days ago just to get that statement added.
Figured the price can only go up.

Speaking English is a requirement "cine qua non" for the issuance of an
FAA pilot's license. Sort of "no speako, no piloto".
Sec 61.103 Eligibility requirements: General.
To be eligible for a private pilot certificate, a person must--
a.. Be at least 17 years of age, except that a private pilot
certificate with a free balloon or a glider rating only may be issued to
a qualified applicant who is at least 16 years of age;
b.. Be able to read, speak, and understand the English language, or
have such operating limitations placed on his pilot certificate as are
necessary for the safe operation of aircraft, to be removed when he
shows that he can read, speak, and understand the English language;
c.. Hold at least a current third-class medical certificate issued
under Part 67 of this chapter, or, in the case of a glider or free
balloon rating, certify that he has no known medical defect that makes
him unable to pilot a glider or free balloon, as appropriate;
d.. Pass a written test on the subject areas on which instruction or
home study is required by Sec. 61.105;
e.. Pass an oral and flight test on procedures and maneuvers selected
by an FAA inspector or examiner to determine the applicant's competency
in the flight operations on which instruction is required by the flight
proficiency provisions of Sec. 61.107; and
f.. Comply with the sections of this part that apply to the rating he
seeks.
Since you already have a license, the FAA has already recognized
your ability to speak English; It's just a matter of stamping it in your
ticket.
In Europe they will retest you every given number of years
according to the demonstrated proficiency level.
It is ironic, that, being a foreigner, I've got no limitations on
my FAA license, and on my JAA license I was given an automatic Level 4
(because I held an International Radiotelephone Rating), pending
retesting in 3 years. Level 5 is renewed every 6 years and Level 6
doesn=B4t require renewal. I hope to make it to level 6 in my test, in
March 2011, because a test in France, for instance, costs 150 ?
(US$190); over here, it will probably cost me something between an arm
and a leg...
In the US, the process is easy and cheap; as usual, you keep on
leading the way... in aviation, as well as in many other areas.

Hi there,
A scale from 1 to 6 is used for the English proficiency level (6 being the
best level i.e. mother tongue). Most countries require at least a level 4
for piloting and radioing in English.
The FAA assumes, that since you earned your pilot certificate you have at
least a proficiency level of 4 - it's stated on the new pilot license.
I got already one - since I changed from my SSN to a new number it was even
free of charge. I'm currently living and flying in Germany so it was either
a new license or a rather involved English proficiency test...

Hi Thilo,
Having English as your native language doesn't imply a level 6 on your
aeronautical English test.
The test is not meant to evaluate your colloquial, grammar, or
vocabulary skills. It will challenge your ability to listen, understand,
and read back clearances, read charts, etc.
Being an American, Canadian, Australian or even British, does not "per
se" guarantee level 6 on your exam.
The level of proficiency on your US license is level six; otherwise, it
would have a validity date with it.

They don't. They just know they're collecting $2. I heard that the new
license was needed while flying in the USA as well, but maybe I was told

OK, so if my original pilot's license was issued under 61.103, they
should give me a new license FREE just for them to add the proficiency
text to the license card, reaffirming that they once knew I spoke
English to get my original license. Sounds like another money generating
scheme to me.

Trust me, for $2 they're losing way more money than they
could ever think of making. If yours is old enough to
use your SSN, you may consider doing it just to wipe the
SSN off your records. I do find it kind of strange that
someone would be put off by a $2 fee. You can't even
drive to the airport for $2.00 in many cases. I consider
it pretty generous of them to provide me with a new certificate
for $2 so that I can fit under someone else's (non FAA)
international rules. For those who wait until after the
day that we get the dreaded "user fees" imposed on us, the
same replacement card could end up costing more like $25-35.

Hi Tim,
My point was that I had to speak English to get my license in the first
place. Why should I have to send them $2? To prove I can speak
English? Sounds like they think they think they were derelict of duty
because they never sat me down and tested me to see if I could speak
English and they want to cover their butts. Oops, never mind...I almost
forgot about the oral part of the PPL checkride so many moons ago.
I know, 2 bucks isn't a big deal to many...but...$2 today, $5
tomorrow...$25 when they invoke user fees. Where will it stop? I for
one think that if government wants to "take care of us all", they can
start by providing services. My taxes should cover the lousy $2.
I already have the nice plastic license with Wil and Orv and the non-SSN
ID#. If they're losing more money by only charging $2, so we really
want them in charge of the coffers filled with our tax dollars?

No, but you have to have a plastic license by 2010 or 11 IIRC. I know
one of my certificates is still paper...thinking whether I want to bother.

I am sending a sheet of the Classic Airplane Stamps to the first two who
replied to me, Chuck and Neal.
Thanks for the poster who confirmed that they are probably only valued
at $15 or so, since I didn't really want anything but appreciative homes
for them . . . but can rest easily knowing they won't get flogged on
e-bay.
