Subject: sb 14-02-05 inspection

I was able to sand off some paint to do the HS spar inspection easily
enough, but the elevator spar is much harder to reach. My elevators were
painted when they were off the plane, so the elevator spar has plenty of
nice yellow paint all over it. Is there any clever way to adequately
remove the paint to do the inspection without actually removing the
elevator from the plane?
