Question for the groups.
Is it necessary to remove paint from a skin that you are going to rivet
into?
My line of thinking is that the paint could come out from under the rivet
after the change - reducing (removing) the clamping action that the rivet
had.

It was reported that during WW II, Navy aircraft had zinc chromate primer a
pplied to the skin before riveting to help with corrosion protection even t
hough aircraft were not expected to last that long. T-18 builders in the e
arly '60's also did the same much like Lycoming recommends a thin layer of
primer under the hold down plates on the narrow deck / standard cylinder fl
ange engines. Lycoming does NOT want paint under the hold down plates as t
hat creates lose stud torque over time.
ME, I would remove paint before riveting but would be ok with a thin layer
of primer under the rivet head.
