To close the loop, after I verified I had the right pressure sensor, I
called
Airflow Performance, since I suspected the relief valve all along. They
told me how to take apart the valve (didn't look like it came apart). Since
I did not want to try that operation in the tunnel, I removed the pump from
the tunnel (sure glad I installed side access panel). Took apart the valve,
tapped the body on the bench, and all the inards came out. Didn't see
crude, but cleaned everything anyway. Gave a light coating of triflow to
keep parts from sticking until fuel got flowing. Got everything
reinstalled, checked all the flare nuts for torque, then turned fuel back
on, held my breath, and turned on boost pump. Voila, steady 26-27 psi,
everything working fine. I surmise that the fact I bought my fuel pump and
filter from another builder who was headed in different direction, and they
sat for 3 yrs after that, the moving parts just lodged with spring pressure
inside the valve and needed to be feed up. The main two pieces of
information I got from Airflow is that the valve comes apart with 2 ea
13/16 wrenches, and to NOT remove valve from the pump as that connection is
likely to gall in reassembly. Thanks for the various suggestions,.
