Doyal,
Put simply, standard temp, sea level, standard everything, that New engine puts
out rated (100%) HP. Change temp, altitude, component wear, etc., HP falls off.
The percent is a matter of how much HP's are available at a given altitude
on a standard day(75 % of 200 HP 150 HP @ 6500 msl, an example, not actual no.).
Probably to simple an answer for some, but, put simply...

I must have missed % power somewhere in Aviation 101!
I am building an RV-6 with Lycoming-360. I know all about RPM's and MP. but when
theY mention 55%, 65% or 75% power and so on..where are they digging up those
numbers?
Probably very simple..I just have not run across them.
