Change temp, altitude, component wear, etc., HP falls off. The percent is a matter of how much HP's are available at a given altitude on a standard day(75 % of 200 HP 150 HP @ 6500 msl, an example, not actual no.). Probably to simple an answer for some, but, put simply...
