Doug, it is not necessary to first drill prepunched hoes to build the plane.
However, It is your soul riding in that plane and your passengers'. You
might not of heard of stress cracks and your plane designer has instructed
us to first drill for this reason. None the less, by not drilling to proper
size before dimpling, you are creating tiny stress cracks around every hole.
Regardless if you drill first or just dimple, Deburring is one step some
builders overlook. It should always be done to ensure a good fit without
tiny bits of metal that form gaps between parts and smooth the edges. Keep
in mind also, Drilling may also improve the fit of parts due to expansion
and contraction of construction materials due to heat or slight
imperfections/irregularities in the manufacturer's making of the materials.
Some times things fit almost too tightly together and drilling relieves that
stress too. We all want a safer plane I think. I have just about completed
my 7 and have a very good feel for how much total time it takes to drill all
holes before dimpling. For the entire plane it is less than 15 hours. Not
that much when considering the whole plane for a slow build is somewhere
between 2 and 6 thousand hours (depending on whether you are a fast builder
or a slow one). If you decide to skip drilling, you should note this in
your costruction log that you did not follow all the recommended guidelines
of the kit designer. It could impact the cost of insurance also and the
value to any future potential buyer of your plane. do not archive.

As a follow-on note regarding this issue ... there has been much discussion
about it in the past on the main RV list. You can search the archives for
various useful comments there. The long and short of it is that Van's does
not endorse skipping the drilling, even if it *looks* like it works fine.
I'll close by saying that I'm drilling all the holes on my -7 and find it not
that big a time-consumer. What really seems tedious and time-consuming to
_me_ is the deburring (which I am doing too). If you think about it ... for
every single drilling operation you have at *least* four deburring steps. You
drill because you are fastening at least two parts together, which is two
holes. Each hole has two sides. Each side of each hole has to be deburred. In
the event you are fastening more than two parts together, the number of deburr
steps goes up. *shudder*
So .. hey .. compared to that, the drilling is a piece of cake. :) But as
has already been said ... its your call.

I wanted to add just a tid bit about drilling the holes. If you use the run
of the mill drill bits, you may want to slow down the drills speed. Reason,
I noticed if I run the drill at a high Rpm it causes the drill bit to
wobble(I call it cheap bits) and oblong the hole. Slow the Rpm and the hole
looks much rounder. So set the pressure to about 35 and drill away, but I
still feather the control. My thoughts are to get the reamers.
