If memory serves, I believe those parts are related to the shoulder harnesses. I'm riveting the seat and baggage ribs to the fuselage bottom skin and mine are still looses parts. If you want to get educated on the whole primer, painting, paint stripping, mil-spec thing. This book is worth it.
