The elevators should be balanced individually - disconnect them from the
pushrod and each other. The lead weight will probably be too heavy and you
will need to remove some of it. However, if you have not painted the
elevators leave the weight about 2-3 oz too heavy so they will balance
when
painted. It is better for the lead weight to be too heavy than too light,
but it is
not critical.

I am assuming, since i could not find the balance criteria in the plans,
that the balance values are "zero" for all surfaces?
Is this correct?
Is it safe to fly the aircraft with some positive balance (trailing edge up
for paint compensation) ?

change as it is all aft of the hinge point). I ended up adding weight back
after painting - and then fixing the paint job where I cut into the elevator

lead weights) or as a completed unit connected to the push rods and control
column.

Interesting, when I asked Vans the same question they said not to bother balancing
them seperately, just do them together. I guess it depends on who you talk
to there.
