I'm not sure what you call it, but it's a metal and rubber plug with a wing nut on top that you twist to make the rubber plug expand to the diameter of the pipe you are trying to plug. The diameter of this thing was just slightly smaller than the filler cap, so it fit into the opening in the tank almost perfectly. Anyway, I took a latex glove and put it over the plug, then twisted the wing nut until I had a good, tight fit. I then tested the tanks with a manometer and from what I can tell, there weren't any leaks. I ended up using the balloons that look like catepillers (sp?) as opposed to a smooth look. Blow up the balloon with about half of it inside the tank and the narrow part of the balloon at the neck and the wider parts on either side. This seals the opening very effectively.
