The deeper tank dies are for the substructure (ribs). Standard dies are
used on the skins since the rivet head interface is no different from any
other part of the airplane (there isn't Proseal between the rivet head and
skin). Otherwise you'd use "tank dies" everywhere. The deeper dies for the
ribs are to create space for the Proseal between the rib and skin. I just
finished my LH tank and had no issues with protruding rivets.
