Mine weren't predrilled but the alignment wasn't critical. I think the
important thing is to make both sides the same. Small differences are taken
care of when you align the elevators and then drill the holes that connect
them to each other and the elevator push/pull tube.

My RV9A instructions say to clamp the powder coated elevator horn in
place and align it with the centerline of the elevator spar before
drilling it to the spar and to the inboard rib.
Anyone have a suggestion on how to do this alignment?
