The YE program is still in effect as far as I know. However, the most recent rides I gave were to college students, no parents around, without any forms signed, and even these may be out of bounds for YE eligibility by virtue of their age. There does come a time where you have to decide not to let "reality" impede too much on the freedom you wish you had to live and fly as a free man ;-) and at that point I just throw caution to the wind and take folks up for their long-awaited plane ride. Their smiles make it seem worthwhile (and the squeals from the girls during the rolls :-) I had an eight year old wink at me in church yesterday, and I know it's because I took her for a plane ride last week; her parents say she hasn't stopped talking about it since! I know there are legions of John Edwardses out there just waiting for the next ambulance to chase, but you can't let those @$$holes run your life (well, you can, but that's a conscious choice, and everyone will have their own comfort level in that area.) In short, I'm doing what I want, as reasonably as seems right, and hoping I continue to get away with it, liability-wise. I try never to cut corners with anything safety-related. At this stage, general aviation needs all the allies it can get, and the more people we introduce to our passtime, the better. It's alot like taking a hoplophobe to the shooting range; prejudices can be overcome in one fun afternoon.
