If you are going to fly under the Mode C Vail (Goose Creek is under it) you need
to have as a minimum a VFR transponder check every two years. I just had mine
done at Twin Lakes Avionics for $75.
Working on experimental aircraft that were not built by oneself can be a problematic
unless you are an A&P.

Cappy's right, Ron. Shop around for the best price for a "VFR" transponder
check. The avionics shop at Ashenboro airport charges $65.
There is a local gent by name of Gary Wilson who does avionics work
reasonably. Keeps his workshop in the trunk of a Honda last I saw him. I
don't have his phone number but John Long or Bill Freeman may have it.
Might be one for your friend to contact about panel work.

Depending on where you fly. Certain airspace requires it. Aren't you
near/under Charlotte 30nm Mode C ?

Sometimes a plug in preplacement from E-Bay or somewhere. There are shops
that work on radios. I would call the folks at Rock Hill and see if they are
familiar.

He should look more closely a it. He **may** be able to do most of the work
himself after talking to a few people. The 1 or 2 things he cannot do will
then be easier to get done by "outside help". Does he belong to the locall
EAA Chapter??

Wendell over in Cheraw, SC (A&P, etc, etc) built a 4 and has worked on
several RVs I believe. That is a shop I would recommend for such work on a
4. If not try Frank (or John actually) at Camden, SC.

Steve, Where is twin lakes?
And please explain what you mean about working on the plane without being
the builder and not being a A&P. It is my understanding that Anyone can work
on a experimental airplane. They do not have to be the builder, or a A&P, or
the pilot, or the owner, etc...
. The only exceptions to that is for the Condition inspection once a year
which would have to be done by a A&P or the builder if he still holds the
repairmans certificate, And if any Major alterations were done, again it
would need to be signed off by one of those two.
Am I wrong on this?

Okay, thanks Ed. Yes to all, I am in the Charlotte Veil...... Wasn't sure
if the Xponder still had to be checked in a experimental, and had read
somewhere that in the experimental If you made radar contact with a
flight center and the altitude that showed you at and what your altimeter
was showing was the same, then all you had to do was make a log book entry
as owner of the plane and that was it. I wasn't buying that, so that is why
I asked. 65$ bucks for someone else to write what I already know in my
logbook isn't too bad... it is only money right! :)

James, the guy with the gyro in my hangar can't turn a screwdriver much less
remove his old radio and install the new one with all those wires behind the
panel. His old radio is small and square, and the new one is flat and wide,
so a new radio stack panel will have to be cut and installed.
As for Wendell. I am sure he does good work, but I called him twice and left
messages on his recorder, and called a third time and spoke with someone in
his shop who promissed Wendell would call me right back...... This was
MONTHS ago, and I am still waiting for him to call me back. That was for a
simple Prop balance. I wonder if he would ever call back on something more
involved like replacing the piano hinging on the cowling.
I was hoping to find one of the Builders here with a little spare time that
would be able to help me.

Just for some clarification, the transponder check is required every 24
calendar months regardless of were you fly, if you are going to turn it on.
You are required, however, to have a transponder only in certain airspace.
(In Class C and B, above C and B, under B, in the 30 mile veil and 18,000msl
and above (Class A)). It is the same check whether you fly IFR or VFR. IFR
also requires a pitot-static/ Altimeter check every 24 months.
They grilled me on all this stuff when I took my CFI checkride the other
day.

Twin Lakes is 8A7 and is southwest of Winston.
It is my understanding that only the builder of an experimental aircraft can legally
work on that plane. The FAA gave me a Repairman Certificate for my airplane
only. If I sell it to you I can still work on it but not one that someone
else built. The scope of what can be done by the owner or other person and
not the builder may be somewhat limited. I don't know exactly what the limitations
are. I would caution everyone to be careful in this area.

And please explain what you mean about working on the plane without being
the builder and not being a A&P. It is my understanding that Anyone can work
on a experimental airplane. They do not have to be the builder, or a A&P, or
the pilot, or the owner, etc...
. The only exceptions to that is for the Condition inspection once a year
which would have to be done by a A&P or the builder if he still holds the
repairmans certificate, And if any Major alterations were done, again it
would need to be signed off by one of those two.

air the tires, but you can't replace avionics or install an autopilot or build
a cooling plenum without the required credentials. IIRC, without the repaiman
cert or an A&P license, it's no different that what spam owners are allowed
to do as "owner maintenance."

Let me clarify, that I at least have a MORE SENSE than to try this, I
was just pointing out the differences between experimental and
certificated.
Personally the idea of trying to "learn by doing" something like
tailwheel operations or aerobatics scares the WILLIES outta me...
Weight Loss Update: 15 lbs and dropping, but I had a gout flare-up
last night so I've gotta get off the low carb long enough to get the
purines outta my system. Maybe I'll fit in a RV-7 instead of an 8?

left one up there yet. GA, Military, Airliners, etc,. have all had their
disasters - so, we're just in good company {:>)

FAR Part 43 does not apply to an experimental home built. (with one
exception)
The operating limitations , which is a part of the Special Airworthiness
Certificate, (should be attached to it) outlines how and when the required
inspection is to be accomplished and by whom and how the inspection is signed
off.
Both should be in the aircraft at all times with the registration card.
I have recently seen an experimental aircraft logbook that was signed by the
words "annual , no issues". Well, that does NOT meet the rule in the
operating limitations issued to an experimental. These "annuals" were from 1993,
(there is no annual for an experimental, only a condition inspection every
year.) No legal inspection during all those years! Nobody knows who did it.SO,
it
was not a legal sign off for 12 years. Bet an insurance company would love to
see the operating limitations not adhered to, SO NO PAYOFF!
The limitations will state what shall be written after the inspection has
been completed and who can conduct a condition inspection.
A big misconception I see a lot is the operating limitations state how and
what must be inspected every year. That is FAR 43 appendix D.. This is the only
time FAR Part 43 applies to an experimental. I HIGHLY RECOMMEND everybody
review their respective operating limitations to see what is in there along
with FAR Part 43 appendix D. You might not be able to fly and conduct aerobatics
without the proper signoff in accordance with the statement in the operating
limitations. Best read it.
Also, read FAR Part 91.413 for the use of the ATC transponder(VFR). It
doesn't state experimentals are exempt. All transponders that are used in airspace
must also be inspected every 24 calendar months. Please keep in mind, FAR
Part 91.411 must also be complied with on all aircraft being used in IFR
conditions.
Contact Jerry Boyce at Rock Hill about your cowl, he just finished his RV8
cowl.
He has a hanger facing the runway across the runway from the FBO. He also
might be able to help in the sheetmetal work for your friend. Also there are
others there that may help.
Please keep in mind about radio repair, only certified avionics shops can
return a TSO'd unit to service within tolerances that are now required.
Gary Wilson is NOT a certified repairman or shop. He cannot certify any
transponders or systems in an aircraft.

On the major repair or alteration question, you can do it, just takes an A&P
or the repairman for that aircraft to sign off a condition inspection every
year.
The only thing to remember on major alterations are you will need to check
the operating limitations on what to do when that is done. The newer operating
limitations now allow you to put the aircraft into a test period yourself and
then sign off the flight test yourself. The old operating limitations
required you to contact the FAA Flight Standards District Office prior to flying
the aircraft and they will put a test period and area restriction on the
aircraft. This change only happened about a year or so ago.

I regret being wrong about the experimental tinkering issue, first because I regret
being wrong in general, and second because the same good reasons for limiting
owner maintenance's scope in factory aircraft applies by all logic to experimentals.
(Some rules are actually good to have.) That's all I meant.
Yes, thank God for the freedoms we do have left, and that the .gov doesn't feel
the need to protect us from every way we might hurt ourselves.

Hi Eddie, we met once when you were inspecting Mike Bics RV-4 at GooseCreek.
Since I recommended Gary Wilson (and I understood that Gary was not a
certified shop/repairman - nor has he ever conveyed any different impression
to me). However, the question is does that preclude him from say installing
a radio in an aircraft panel of an experimental aircraft?

Yea, I'm yankin your chain. A little, anyway. My attitude about it is
that of all the ways I can think of to make dangerous mistakes, working
on a plane is the least likely way to hurt someone who isn't a voluntary
participant. Car wrecks frequently injure or kill folks outside the car,
but how often do you hear of a plane killing anyone who's not actually
aviating or riding at the time?
Now when it comes to being wrong, I don't care how many times you've
been wrong; I'm ahead on points. ;-)
I'm trying to read the FP thing, but so far it's looking too much like
the online version of Fox News, meaning the propaganda arm of the
neocons. It's a really frightening time when anyone who exercises their
constitutional right to disagree with our government is called a
traitor. This is one of the fundamental rights our founding fathers
risked their lives to insure.
