I really did try to figure this out myself, but...
The rudder is the first sub-assembly to use AD-41 and CS4-4 pulled rivets.
Both get drilled to #30, I presume?
And do you countersink, dimple, or both for the CS4? 120 degrees?
Anyone have an online source for this info? (I didn't find in mil-spec or
other google attempts)

Yes, #30... and CS4-4 are dimpled (or countersunk, depending on material
thickness)... Using your regular #30 dimple die set will work.

Fly with us to Martinsville, VA for lunch and then on to the North
Carolina Aviation Museum at the Asheboro, NC Regional Airport.
Lunch is planned at the Runway Cafe on the Martinsville Regional Airport
(KMTV). The Cafe is right on the airport and is open from 11AM to 3PM on
Saturday.
Easy to park and walk to the Cafe. Since the Museum is only open until 5
PM, we suggest meeting for lunch at 11 AM to allow time to eat, fly to
Asheboro and have sufficient time at the museum. But, whatever works in
your schedule........join us when you can.
North Carolina Aviation Museum is at the Asheboro Regional Airport and
is open from 10AM to 5PM on Salurday. Adults $5.00. Students $3.00
The Runway Cafe and the Museum have been alerted to our visit. Would
like to get a head count the week before to give estimate of number
attending. Please let Dale Ensing or Bill Rapucci know if you plan to
join us.

One other suggestion since you are just getting started with some of the pop
rivets. I bought a pneumatic rivet puller from Harbor Freight and I have no
doubt it saved my hands, especially on the fuselage floorboards. It's the
same gun sold by lots of folks for a whole lot more money, if you watch for
it, Harbor Freight often has them on sale for about $19 if I remember right.

Yes

Yes, what ever is appropriate for the metal thickness and situiation. My
preference is to dimple when ever possible. If the metal is .032 or less I
always dimple if possible. And if the too thick to get good dimple then
countersink.
One other thing.....When dimpling the larger holes you want to drill hole
slightly over size so that the metal doesn't tear. Safe thing...... when in
doubt try a sample hole in a scrap of the same thichness and temper.
