      I have tried several times to crack the code for transiting the ATL
      airspace, but can't seem to find the right phrase.  I'm planning a trip
      leg (IFR) from Columbia SC to Birmingham, AL.  The direct route goes
      right over Atlanta.  I've come to expect a 30-mile divert around ATL,
      but never know when or in which direction we'll be pushed.  Altitude
      seems to make no difference - I've been diverted at every altitude
      between 8000 and 19000 ft.  The chart shows the top of ATL at 12500. 
      
      Is there some secret phrase for transiting directly over ATL?
      Or is it just not done?

      Transiting ATLNeal,
      
      How about filing VFR, request flight following and fly 13,500?  ATC 
      (should) ok this and advise you to remain clear Class Bravo airspace.
      
      I fly "over the top" all the time but not while filed IFR... that may be 
      the sticky wicket.

      Neal,
      If you file IFR they must maintain separation...dat's da rules.  Given 
      Atlanta's air carrier volume, you're not gonna get preference over a 
      load of citizens in an Airbus that already did a ground hold at 
      departure.
      
      Maybe you should just "divert" early, on purpose.  Filing a route as far 
      north as Nello intersection only adds a grand total of 13 miles as 
      compared to going direct through the airliner bowl....one gallon in the 
      Cherokee Jet <g>

      As has been suggested, the code can be as simple as "VFR" if that works 
      for you.  Seems like every Class B (and C)  has their own template for 
      how they are going to handle transitioning  traffic.  Doesn't effect you 
      VFR unless you let it.
      
      I'm not advocating being a  fly in the airspace ointment , just that  
      the template isn't normally shared with us.  Just because they route you 
      around at 13,000 when IFR, doesn't imply that they wouldn't be totally 
      comfortable with you going straight over the top at 13,500.  If they 
      aren't, they will try to get you out of there - and it's probably a good 
      idea to take the hint.  But I wouldn't  make the assumption unless tested.
      
      I recently filed IFR from (near) ABE in PA to Montauk LI - direct route 
      takes you right over the center of the NY Class B.  The Class B tops at 
      7000, I filed direct at 9000.  But after taking off I got a routing that 
      would take me north of airspace,  up the CT shoreline then over to LI.  
      After wearing out a pencil lead and trying to digest half of what I 
      wrote down, I just waited until I cleared a scattered deck at 7, 
      cancelled IFR and announced I was going direct Montauk at 9500.  No 
      Problem, just let us know of any altitude change.
      
      I returned essentially the same way except I didn't file this time.  
      Just requested FF direct over the top at 8500.  Despite making the 
      flight at evening rush/push, I never got a request for a deviation, only 
      traffic calls including (2) planned 500' separations that would have 
      looked like near misses if not planned and expected.  Nothing like 
      watching NYC light up like a 3D pinball machine from the almost 
      stationary perch of my Maule.... but that's NYC where Ciao is official 
      ATC speak.
      
      Anyway, for years Charlotte's template seemed to negate any overflight - 
      VFR or IFR.  Not if they could help it.  Then about 5 years ago, the 
      template changed and I began getting routed right dead center over the 
      top.  Go figure.
      
      I'd say use the VFR option when it makes sense.  Sometimes in heavy 
      traffic but good viz, it may actually make it easier for all involved.
