The Experimental Aircraft Association is urging its members and all aviation
enthusiasts
to contact their Congressional representatives and strongly oppose a newly
introduced
bill by Rep. Anthony Weiner (D-N.Y.)
This bill (H.R. 5035) would require the Department of Homeland Security to
create a
method of screening all passengers and property on each flight of all
passenger
aircraft in the U.S., including general aviation aircraft of all types.It
would also prohibit
non-airline aircraft from flying within 1,500 feet of any structure or
building, and prohibit
non-airline aircraft from flying over any U.S. city with a population of 1
million or more.
It would further require that pilots of all aircraft in U.S. airspace remain
in contact with the
Federal Aviation Administration, presumably by radio, regardless of altitude
or location.
"The extreme shortsightedness of this bill speaks for itself and completely
counters the
government's own security experts, who have continually stated that general
aviation
does not pose a significant security threat to the U.S.," said Doug Macnair,
EAA's Vice
President of Government Relations."It's sad that the solemn anniversary of
9/11 terrorist
attacks is being used to introduce this bill, which does nothing to enhance
security and smacks
of election-year grandstanding."
With 17,000 landing facilities and nearly 200,000 aircraft in the United
States, EAA maintains
that it is inconceivable that the Department of Homeland Security (DHS) and
FAA could ever
fund and administer such a plan.DHS and the Transportation Security
Administration have
repeatedly indicated that general aviation does not warrant such levels of
security when
compared to other transportation modes and threats.
"We as a nation need to focus our limited resources on the most serious
vulnerabilities
and threats to our security," Macnair added."TSA has made extensive
studies of those
threats and nowhere has that agency ever suggested such draconian measures
as those
proposed in this bill."
EAA members and others can express their opposition to this bill to their
congressional
representatives by finding their contact information at
http://www.house.gov.EAA
immediately contacted members of the House Aviation Subcommittee to state
its
extreme opposition to this legislation.

TOPIC: HOMELAND SECURITY
Congressman .... I am writing to voice my opposition
to the recent bill (H.R. 5035) introduced by Rep.
Anthony Weiner (D-N.Y.) requiring the Department of
Homeland Security to create a method of screening all
passengers and property on each flight of all
passenger aircraft in the U.S., INCLUDING GENERAL
AVIATION AIRCRAFT OF ALL TYPES.
DHS and the Transportation Security
Administration have repeatedly indicated that GENERAL
AVIATION does not warrant such levels of security when
compared to other transportation modes and threats. We
as a nation need to focus our limited resources on the
most serious vulnerabilities and threats to our
security. TSA has made extensive studies of those
threats and nowhere has that agency ever suggested
such draconian measures as those proposed in this bill
for GENERAL AVIATION.
Congressman, I would urge you to support homeland
security measures that would target 'real' and 'known'
threats to our national security and not attact the
entire GENERAL AVIATION community. We need not waste
our limited resourse given for homeland security.

It is difficult to figure out anything from the photos becuase they are taken from
so close.
The cylindrical devices are near the middle of the diagonal tubes under the windshield
and up to support the windshield, the flat pads are between the front
spar carry-through and the windshield.
The cylinders are one of the male threaded parts with two of the female threaded
parts with the outer thread bosses (metal) removed--they get tighter when flying
than whern installed. The pads get looser when flying, that is part of the
section of the windshield that is developing lift.
They do make the windshield vibrate less, and may offer some additional strength
to the winshield in case of bird strike or?

Mike......... YOU WORRY WAY TOO MUCH!!! What is going to happen if you
actually decide to fly that thing you are building? Are you actually
concerned about your airframe? There have been hundreds of Tailwinds built
and flown. Many many have had no problems at all.. Craftsmanship and common
sense seem to work quite successfully. Time to get it on..... My
Tailwind just carried me over the most intense Geography I've seen in years.
The Rockies are really very intimidating but a good Tailwind and a Lycoming
provided safe and awesome travel....

I just got back from the Michigan Gathering of Tailwinds. The trip was 241 nM from
SPI to 61D (482 total) The elapsed time each way was 1:57. The trip up was
at 5500 msl and back was at 6500. Power was set at 20"Hg MP and 2300 RPM. Mixture
was leaned by setting the rpm, and leaning until a drop in rpm was observed
and then enrichening the mixture until the rpm again read 2300.
Here are the numbers, crunched, along with a comparison of my earlier MI trip.

Flew 129 sm to Plainwell at 3500ft and 2400rpm and 20" mp. made turn over field
and reversed course to get GS. and flew a normal pattern and landed.
167mph to and 137mph on reverse course. No wheel covers. 50 minutes from start
to fly over at 61D 6.8 gals.
Flew wide open at 2700rpm and 8500ft and 22" mp at 180mph and 43min8.1 gal includes
2 passes over 61D but straight in at home field.
