First of all, I have no idea why the mechanic can't work on the airplane. I think the idiot mechanic is simply ignorant of the rules with respect to his insurance. As far a cylinder work, I've always done the work but with an A&P's blessing. Sometimes they really know quite a bit about some details that I could have easily overlooked. But I tighten the bolts/nuts etc etc. I make sure everything is tidy and the way it should be. If there is paperwork to do, I let the A&P guy do the deed. When I fly over the big rocks out there, I like to know that someone else didn't forget something. If I do it, then it's my problem. I'm sure I didn't answer your question but that's the way I interpret the rules.
