This is an excellent question.
Both the Tiger and the Cheetah are built on the same Type Certificate. With
the exception of the spar, engine mount, and engine (with all the baffles and
such), they are the same plane. Technically, no STC is required to change
one to the other. We aren't changing, or modifying anything on the Type
Certificate.
Flame away.
All that is required, legally, is to transfer all of the hardware for a Tiger
to a Cheetah, have an FAA Air Worthiness inspector come and inspect the plane
to see that it conforms to the portion of the Type Certificate related to a
Tiger, have him write up the required paperwork and you're done.
Case-in-point.
I converted a 1975 7ECA Citabria to a 2001 7GCAA Citabria. I went through
the Type Certificate, bought all of the required parts, and assembled a 7GCAA,
literally, from new parts. Then I got 2 FAA Air Worthiness inspectors who
spent 4 hrs going over every inch of the plane, and blessed it as a 2001 7GCAA.
I changed a lot more than the engine mount and spar.
I changed all of the static system, the electrical system, the engine from an
115 hp O235 to a 160 hp O320, wood spar wings to metal spar wings, all the
aircraft lighting, spring gear, spring gear mounts, tail wheel, wheel fairings,
fuel system, and the interior.
I was reissued a new data plate that showed date of manufacture of 2001. The
serial number was changed from 1072-75 to 1072-75 Conv. The model showed a
7GCAA.
Nothing is impossible. You just need to do your homework, know your
inspector and know that he knows you know what you're doing.

Gary is correct if you do a complete upgrade, including the spar. However,
if the result differs one single iota from an AA-5B, then it is not an
AA-5B, and a field approval (unlikely) or STC is required, since the
airplane no longer matches the type certificate as either a Cheetah or a
Tiger. Maynard Crosby's STC for a Cheetah with a Tiger engine (but no
changes aft of the firewall) fills that gap. Thus, if David wants just to
swap the engine but not the spar, he needs Maynard's STC.
