I tried the P/N 0144 panel dimmer from Aircraft Spruce. It has no OFF position. It goes from dim to bright and dim isn't that dim. Gary

Did you try a heavy duty parallel resistor to put some extra load on the device? ... one of 4 to 5 ohms and 40 watts would do...
