I tried the P/N 0144 panel dimmer from Aircraft Spruce. It has no OFF position. It goes from dim to bright and dim isn't that dim. " The ON/OFF switch should be built into the control potentiometer..... it should fit in the existing hole, and use the Grumman knob.... Is this not correct? As far as dimness goes... what rating device did you try? The lowest seems to be 7.2 Amps, and I think the Grumman is only about 2 to 4 Amps. Did you try a heavy duty parallel resistor to put some extra load on the device? ... one of 4 to 5 ohms and 40 watts would do...
