I'll brace myself for impact here...
If the control surfaces in the empennage are all controlled by a bell crank
that is attached to the control cables, why do you have to re-rig when you
take the rudder/elevator off? It would seem that the control cable length
wouldn't change (unless there's stretch?) and the bell crank fits on the
torque tube with a bolt. If the bolt holes are matched up with a bolt
through them, I would think that the control surface would be back on the
aircraft in the same position it was removed.
What's wrong with my logic here?

Maybe nothing! As long as you kept the clevises oriented the way they
came off, I'd agree. However if the clevises (and the cable) are
allowed to relax (untwist) then the cable length will change. So I think.
