    Yes, that's correct. The rotation should occur between the felt and ring surface. It does keep most of the grease from slinging out and dirt from getting in but is not what I would call a good seal. The inner felt seal and two retainers on the brake side seem to do a better job. The best arrangement that I have seen is a sealed bearing where the seal is bonded to the bearing cone and rubs and seals on the edge of the bearing race (the cup) as I have on my Bonanza. It works far better and I don't think the cost is much more or maybe less than all the parts combined on the other configuration.
