Typical of a Govt. program, mandate shit loads of rules and regulations and necessary
publications then charge you for the map that is required, then create
jobs for people to keep up with who has paid and collect money, then it will be
discovered that the program is loosing money and the cost will rise, then they
will need more people to help monitor and collect the new higher rates and
so on and so on and..........it will cost more and safety will go down as a result.....
