I had the same problem with mine a few years back.
I took a used deck with a working encoder, and swapped it for mine, and
it worked fine!
The kicker? When I put my old encoder onto the used deck and tried
using it, it also worked
great! Seems like re-working the solder connections on the board did
the trick.
I'd check the soldering and make sure that the contacts are good and
secure...

I put the old one back in.... and now it works better than it has in a long
long time.... i havn't had any hitches yet........ so perhaps this is the
issue.... My fingers are crossed :)
