Jon,
Most of the time, on the initial call to the tower, you can establish your
call sign for your flight or aircraft. On the way home from OLU for example I
used the call sign "Dragon". My initial call to the tower at SLN was "Salinas
tower this is Dragon Lead, flight of three, etc., etc., etc." The tower picks
it up from there.

Non federal towers will allow you to use a call sign if they feel like it.
Federal towers require a lead planes N number.
