Folks,
If anyone has had recent issues with any divisional/regional FSDO attempting to
enforce flight restrictions that appear beyond the scope of their written guidance
(even if you aren't sure on their written guidance) I would sure like to
hear just a brief description -off list via direct e-mail- for a meeting coming
up. Thank you.
Current guidance for both parties is Airworthiness Certification of Aircraft and
Related Products - Order 8130.2E
Just some examples are:
1. An order to surrender Operating Limitations for rewrite/update under the latest
8130.2E
-- Sect. 8, Subsect 136, Para. E of this regulation specifically adresses this
if your aircraft was certified prior to July 1993.
2. FSDO attempting to restrict airport use for these aircraft (your airport, or
other airport in your area/their jurisdiction) due to their desire to "Reduce
Public Impact" (or other terminology used), even with an entry/exit coorridor
avoiding densely populated areas.
3. FSDO definition of Densely Populated Areas. Ever had an officer attempt to
explain what that definition means to him/her? We would like to know (Some heard
are: "Lights on the ground at night" and "All the yellow on the VFR sectional
chart")
Any other unique events, verbal or written order, that had you scratching your
head. Just a brief synopsis, thanks

Here's just another blurb from an ex-mil, comm'l,CJ pilot. Many of these
airplanes have been modified extensively with no formal flight testing
done. The common mod for a CJ is to put 20+ lbs of weight in the tail
cone to compensate for the removal of the heavy radio equip. There must
be additional centrifugal forces during a spin ( although a CJ recovers
by itself). I know all military spin testing is done with a jettisonable
drag chute as a safety back-up, and proceedures are developed for the
training manual. I would reccommend as I did...start with plenty of
altitude, wear a parachute, determine your floor and get the feel of YOUR
airplane....and remember it..... John

I guess it depends on who you talk to. What it is is snake oil that just happens
to have some useful characteristics. MMO in the oil seems to keep oil galleys
cleaner and reduce the incidence of valve sticking in horizontally-opposed
engines, most notably Lycomings. I think it acts as a general cleaning solvent
in the oil.
My guess is that it does many of the same things when used in the fuel system.
I have been concerned it would reduce the detonation margin but that is probably
not an issue in our round engines.

I don't know and I wouldn't want to find out. Microlon supposedly leaves intentional
PTFE deposits in the engine and that just bothers me. I can see the MMO
breaking loose a chunk of PTFE or just a chunk of sludge and plugging up one
of the oil galleys leading to oil starvation of some bearing somewhere. Therefore
I would avoid using it in really old engines or where someone has used Microlon
or other PTFE treatment.

This is what I would do for an older engine. It may break loose the rings, especially
if they are pushing a little oil, and keep the engine going a bit longer.
I did this in one engine that needed a top and I was able to reduce oil consumption
and increase the compression, probably by freeing a stuck ring. Your
milage may vary.

This is what I plan to do to one of my diesel engines that is blowing blue smoke
in an attempt to see if it is caused by ring sticking. I may even run some
through the injectors to see if it will clean them up too.

I think that the prophylactic use of MMO in the oil from day one is probably the
best course of action.
And I have never used MMO in the fuel so I can't comment.

I raised this issue about two years ago. We were able to ask the original designer
of the CJ6A about the effect of increasing the polar moment of inertia on
spin characteristics. He told us that there is plenty of margin and that we
needn't worry about it.

Folks,
Came home tonight to find "Flying" magazine sent me a couple copies of the August
issue where they did a small post event cover on All Red Star. This is the
first of three national magazines to cover All Red Star this year, Private Pilot
has something coming in September and Pilot Journal has a more comprehensive
story in October/November. Flying magazine has the nations largest GA readership
and this national coverage is good for all owners of imported warbirds
and sport aircraft carrying the Red Star, not the least of which is to show the
FAA and the general public we are not those airplanes that "drip oil and drop
parts" (actual FSDO quote).
On another note, for the Western convention, we paid our production bills and have
purchased required PC projectors, 6x4 foot magnetic scheduling boards (which
my able bodied girlfriend has helped with the ardguose job of laying out the
tape lines) and other equipment to improve and expand the event. Thanks again
to those who attended this year and helped put their event on the aviation
map!
