Certification of Yak-18T
A complex issue, but it seems to me as follows:
a.. In Europe we are beginning a new organisation called EASA, which in theory
sits above our National Civil Aviation Authorities.
b.. EASA regulations specifically say that all Certifications either completed
or underway, before the end of May 2004, will be cross-certified to all European
countries.
c.. However, despite this formal regulation, a number of CAAs have expressed
concern that this implies that Certification will be reduced to the 'lowest common
denominator'.
d.. In theory we will have one certification standard (JAR23, effectively the
same of FAR23) for the whole of Europe.
e.. Of course this does not mean that there is AUTOMATIC acceptance of any certification
by your FAA, but if an aircraft is already certified to JAR23 it really
should not be a problem at all to certify to FAR23, since the wording is
almost the same, paragraph for paragraph.
f.. However this will require goodwill on the side of the FAA!
g.. The next question will be SM2000 - the turbine 18T, which is now completing
its certification in Hungary, and which prototype has spent the last few days
in the UK. Obviously as sellers, we are keen for it to have worldwide Certification,
rather than just European, but we will see!
