I put new russian mainwheel tires on recently and I am also experiencing
severe vibration. When checking, the tires aren't perfectly round; all two
have some kind of a dip, but according to the tire grooves this cannot only
be caused by too hard braking. Can something be done wrong when installing
the tires (it is done by a car tire dealer).

The vibrations you are experiencing with the Russian tires is not at all
uncommon. I recently delivered 2 overhauled Yak 52's with new Russian
tires. The vibrations that I found during initial high speed taxi tests
were horrible. After many hours spent rotating the tires 90 degrees at a
time on the rim, I finally gave up and replaced the tires with Desser's 500
x 150 new tires. Bingo! Problem solved!.
The nose wheel hub itself is also notorious for causing nose wheel
vibrations. On one of the aircraft, we had to add approximately 6.5 ounces
of lead to the hub to stop the vibrations. We replaced the tire and tube
with a Desser tire and tube first. But the vibration remained. Finally,
we put the tire and hub on a bubble balancer. That's when we found it
needed the lead.
The bottom line here is the Russian tires have horrible manufacturing
quality control. At least the ones I have seen over the last 5 years. We
do retread the Russian cores through Desser because Desser does a superb job
of balancing the tire after retreading.

I have to make a dash across country and back in the Comanche leaving tomorrow
or wednesday morning. Would any of my RPA bretheren in Florida be willing to
put me up for the evening? I normally clear customs at Ft. Pierce but can also
clear at Ft. Lauderdale if that is more convenient. I have to start early the
following morning as I need to traverse about 2/3 of the US in one day if possible.
The sad thing is that new work will prevent me from making it to OSH yet again.

The outfit is called Tym's..it's also a dry ice house. Do a archive
search to find the number. It's close to LAX and they tested both my
main and emergency bottles no problem. Cost was about $75, I think.

I am SO sorry for venting, but this kind of nonsense just makes my blood
boil!
Stop and think about this for a minute: "May not be operated over a densely
populated areas or in congested airways, except when otherwise directed by
ATC or in an emergency situation".
Ok, now how many of us fly on a cross country and pay attention to whether
we happen to be flying over a "densely populated area" in our "Experimental
Exhibition" aircraft.
Next: Just what IS a "densely populated area" at least as regards this
specific instruction?
Worse, just what is a "Congested Airway" and how in heavens name is someone
supposed to know THAT?

heck... there are plenty of rules that cover an illegal "low pass",
otherwise known as flat-hatting. But the term "low pass" usually specifies
something done at an airport or other legal area. The idea that the FAA

for this, which tells ME that they are on a witch hunt and want to "get"
someone no matter what it takes.
Regardless, it would be interesting to see the FAA really try to prosecute a
pilot for an "infraction" of this type. It would be nice if the FAA could
be our friends instead of our enemies, and in some cases I think that
relationship might actually exist, but stories like this really make you
wonder.

A heads up. Three of us here in Oregon have been preparing to do a flyover
for a July 4th parade to be held on Saturday, the 3rd. Planes included a
Yak 11, Yak 52 and CJ. The parade was to be held over the town of
Hillsboro, a pretty widely spread metropolis of about 45,000 souls. We
received word from the local FSDO that we could not fly over the parade due
to the prohibition in our Operating Limitations that specifies:
"Except for takeoffs and landings, this aircraft may not be operated over
densely populated areas or in congested airways, except when otherwise
directed by ATC or in an emergency situation. When exercising........"
The rumor is that someone did a low pass somewhere and there were complaints
and the FSDO is taking action against the pilot's certificate using the
"densely populated" clause as a basis. The guy at the FSDO that warned our
group is a friend of one of the pilots.
You may wish to reread your limitations and think about whether or not you
would be at risk.

With respect... this does not make sense to me. Everyone knows the normal
altitude limits of 500 feet and 1000 feet. The 1000 foot limitation also
applies to "Densely populated areas" and ALL aircraft, not just experimental
exhibition.
Anyone who gets hit by a beer bottle (their aircraft that is) is going to be
charged with a violation of the normal regulation for being below 1000 feet
in a Densely populated area, or coming closer than 500 feet to a man made
object or person, NOT the Experimental Exhibition clause.
So that takes us back to the attempted flight over the parade. Did the
folks involved with that intend a lower than 1000 foot formation flight?

I think I may know of this and have looked at the plane involved. It
suffered a dented in leading edge from a beer bottle thrown at it during the
low pass at a lake shore and then went into hiding for many months.
There are other stories involved with this CJ as well.

Your request implies that the original language included in the Operating
Limitations for Experimental Exhibition Aircraft was a function of pilot
ability and/or training rather than the aircraft itself. Clearly, aircraft
limitations should never be tied to whether a person does, or does not have,
formation training.

In theory, could the FAST organization forward a request for
blanket wavier (or exemption) to the FAA for purposes of
allowing FAST qualified aviators to overfly "densely
populated" areas in formation for the purposes of aerial
tribute appropriate to the occasion ? Having a copy of such
a letter in the cockpit, would allow flyovers and missing
man flights held in conjunction with local events. Certain
guidelines would apply of course, minimum altitudes, ATC
clearances when in controlled airspace, etc.

That is the best offer I have had in a month of Sundays. Right now I am planning
to try to jump off tomorrow morning. I will make a fuel stop on Great Inagua.
If all works out I will ring you from Ft. Pierce sometime in late afternoon
after clearing customs. I hope to see you before sundown.
Winds and WX seem to favor this trip. I had better go make my offerings to the
weather gods so they don't change their minds.

I can sympathize with you. In my 47 years of life on this earth I've
seen all kinds of restrictions put on my freedoms. From not being able
to fly over the Grand Canyon to being made to wear a motorcycle helmet
to having countless millions of acres of camping ground made off
limits........and that's just the tip of the iceberg. The road to hell
is paved with good intentions........our government, with it's good
intentions, will become tyrannical some day. When virtually every aspect
of your life is prescribed by some law and virtually every aspect of
your behavior is governed by some rule or regulation, you will know
tyranny.
By the way, your program letter is permission by the FAA to fly to the
events you have listed no matter where they are. As another perspective,
I completed my phase 1 operating limitations transiting Riverside,
California. You would be hard pressed to NOT call that a densely
populated area.

that the FAA would try to use the "Densely populated area" aspect of our
aircraft certification tells me that they can't figure out what else to
use EXCEPT for this, which tells ME that they are on a witch hunt and
want to "get" someone no matter what it takes.
Regardless, it would be interesting to see the FAA really try to
prosecute a pilot for an "infraction" of this type. It would be nice if
the FAA could be our friends instead of our enemies, and in some cases I
think that relationship might actually exist, but stories like this
really make you wonder.

A heads up. Three of us here in Oregon have been preparing to do a
flyover for a July 4th parade to be held on Saturday, the 3rd. Planes
included a Yak 11, Yak 52 and CJ. The parade was to be held over the
town of Hillsboro, a pretty widely spread metropolis of about 45,000
souls. We received word from the local FSDO that we could not fly over
the parade due to the prohibition in our Operating Limitations that
specifies:
"Except for takeoffs and landings, this aircraft may not be operated
over densely populated areas or in congested airways, except when
otherwise directed by ATC or in an emergency situation. When
exercising........"
The rumor is that someone did a low pass somewhere and there were
complaints and the FSDO is taking action against the pilot's certificate
using the "densely populated" clause as a basis. The guy at the FSDO
that warned our group is a friend of one of the pilots.
You may wish to reread your limitations and think about whether or not
you would be at risk.
