It was rumored to be replacing the LOA (Letter of Authorization) to fly high performance (jet and >1000 HP piston) experimental planes. The actual term now used on the pilot certificates of people who have made the transition is "Authorized Experimental Aircraft"'. These are listed on the back of the license in section XIII LIMITATIONS (across Wilburs's nose).
