In other words, is the prop pitch lever full forward or full back when you give it full throttle? During idle, the prop lever should be set to full forward, you then throttle forward until RPM reads 70%. At that point, check your mags and then move the prop control full back. You should then see an RPM drop to around 52%. After this check, move the prop control to full forward and RPM should go back to 70%. If your plane works as I just described then you don't have a problem.
