I've got a M-14 engine mount ring new that came with my engine when I bought
it from Aerostar. You save a lot of time starting from that if you
construct one.

Gentlemen I need some info, A neighbor has purchased a Yak 18 its
Airworthiness Certificate was issued on 02-02-93 and its operating limits has
no
distance limitations.
We have the following questions.
1. Is it a Pre or Post Moratorium aircraft?
2. Does he have to notify the FSDO for this area? other than sending in the
registration
change of address?
3. When I moved my CJ from So Cal to Las Vegas the FSDO issued me a new
Airworthiness
Certificate and Operating limitations. Will he need the same?
4. The log books show the Annual condition inspection sign off in the
airframe book only
mine is in the engine book as well. Which is correct or is both OK?

are not subject to "annual inspection"
My SU-29 has about the same original airworthiness date...and no mile
limits...

1st Friday Update:
Our parking spot at ZPH is on Taxiway Bravo which runs
between the terminal area and 36. Park on the West side of
the taxiway, South of the two mothballed regionals,
continuing the line. No tiedowns but a pushback near the
grass will leave the mains on hard surface and stakes in
Sugar Sand. CAUTION, taxiway is active, but was used during
the summer of '02/03 as a parking area for heavy iron.
Result is ruts where their wheels sunk in....
Plenty of cars available from Avis at ZPH, just call
727-841-7880 and have your favorite CC ready. Parking on
taxiway will be permitted, I'll brief on the back way on how
to get in so you don't have to drive across active 4-22.
Hint bring a gas mask, "private entrance" is through the
sanitary plant, next to the golf course.
This weekend they are short handed, use the self-serve and
be patient, all will be well come Monday. Underwing camping
IS permissible but some of our guys with NEW -TW's may think
that the Hyatt is roughing it :)

Answers:
1 - It should be Pre-moratorium. The moratorium was implemented in the
summer of '93.
2 - No, the ops limits have no 300 NM proficiency area and no home base
airport named in the ops limits. The registration goes to Oklahoma City. Not
the local FSDO. Be sure he sends both the 8050-1 (Registration form) and
the 8050-2 (Bill of sale) to Ok. City.
3 - No. See replies to #1 and #2.
4 - There should be an annual condition inspection for both the airframe and
the engine signed off by an A&P unless there is some indication in the
airframe log book referring to the engine inspection.

The local FSDO may try to give him some BS about him needing to re-certify
the airplane. It is just that, a bunch of BS. My FOuga, (forth imported in
the Us) is Pre-moratorium. When I moved it, the local FSDO refused to issue
me an LOA based on the fact I had been trained on an airplane that did not
have a valid CofA, he then request (verbally) I send him my CofA and apply
for certification failure of which I would be prosecuted to the full extent
of the law. I politely ask him to specify where on my CofA it was written
that it was no longer valid, and when he couldn't, told him if he wanted it,
he would have to ask it in writing.
My next phone call was to the EAA, those membership fees we pay every year
do come handy once in a while. Spoke to their Gov affair people and was
provided the exact FAA order the FSDO was basing his "law" on. First line
says, "This order does not apply to airplane certified before (i forgot the
exact date) 1993". Faxed it to the supervisor of the individual I
originally spoke to and my LOA arrived like magic in the mail the following
week.
Under no circumstance should you hand out the CofA of a Pre moratorium
aircraft to the FAA. Big mistake. The Eaa can and will help you make the
FAA see the light.

Thanks, I got a ring with my (O/H'd) engine too. It's tied to the legs
used to secure it to the crate. I was assuming/hoping it's a
flightworthy part and not just a shipping fixture. Do you know? I
guessed they shipped with the ring to make field engine changes easier
out in Siberia. I'm going to have to build a mount to fit the ring so
does anyone have it's dimensions or better yet an installation drawing
for the M-14? Thanks.

Greg....the engines are shipped with non-aircraft legs....they are extra
heavy, not regular engine mounts. Use them and weld up a Fixture made from
3 or 4 inch square tubing, and Voila! Engine test stand.....Now, what are
you going to attach it to to keep it from moving while the engine is
running?????

Sorry, I realized the legs are just for shipping - they're all beat up
with weld repairs. My question is about the ring being airworthy. As to
the base, so far it's just been a mental exercise. It needs to be
moveable so I can get it in and out of the hangar yet capable of being
anchored against a significant amount of thrust and rotational moment
from a high thrust line. 2-wheel trailers could have a tongue weight
issue and 4 wheel trailers need a steerable axle and of course they need
brakes or chocks or a tie-down. I could mount it on an old pickup but
I'd also like it to take minimal space when not in use. I'm an engineer
so it's natural to over-analyze. Any suggestion?

Greg....most of the engine test stands I have seen are mounted on a 2-wheel
trailer, with a protective enclosure between the operator and the
engine....inside are the instruments, etc to monitor the engine's
progress.....they are not sophisticared....leave the hitch on the tow
vehicle and it acts as the anchor for the run-up.....Marcus
