That probably means you have stumbled into a Foehn window on the lee side of a
mountain range. We get them on back side of the Sierras pretty frequently. You
aren't going to power out of it so you back off a mile or two to get into the
lift part of the wave and let it carry you up at 2000 fpm. You just get high
enough so you can penetrate the sink with a minimum of altitude loss.
I had to do that coming back from OSH one year with Mark Schrick. His 400hp
Yak-52 could deal with the sink but my 285hp CJ6A couldn't. So I did as I
suggested above.
BTW, that was an interesting trip. The 400hp Yak-52 with only stock fuel (his
aux tank transfer pump wasn't working right) made for many short hops and
interesting fuel management problems. At one airport (Ft. Bridger -- the new
FBO wasn't operational yet) we even had to siphon avgas out of the CJ for the
Yak and then siphon mogas out of a car for the CJ. ;-)
Power pilots should go learn soaring. You know it probably means something
that the first thing they do at test pilot school at Edwards is take the
"students" over to Tehachapi and put them through soaring school there.

Living in the Sierra foothills I usually cross right to Lake Tahoe or go up
hwy 80 to Truckee. From there you go north of NAS Fallon (fun to do when the
bombing range is active) to Elko, across the north end of the Great Salt Lake
to Provo, through the pass at Provo onto the high plain, Ft. Bridger, Rock
Springs, and then across the Rockies to either Scotts Bluff or Chadron,
Nebraska. There are many passes there (I would have to show you on a chart)
where you would have a place to go if the engine quit.
It isn't nearly as dangerous as some would lead you to believe. You do need to
understand things a bit better (the way the atmosphere moves around mountains)
and there are places where, if the engine quits, you will probably want to use
your 'chute. But planning can minimize the problems of both.

Up here in the great white north we refer to this as a "Chinook". It affects
only the southern half of Alberta and B.C.on the east slope of the Rockies.
The Chinook can affect an extremely large area and usually occurs in the
spring.
The more mundane but probably even more dangerous part of mountain flying is
subsidence on the lee side of a ridge, any ridge at any time. Unless you are
well above it the "rule" is never cross a ridge directly. Approach it at 45
degs or less allowing a way out if you suddenly find the need.

A warning sign that you are approaching a mountain rotor are the formation
lenticular clouds overlying the mountain peak generally on the leeward
side. They from from the wind pushing up the slope of the mountain and
literally roll down the opposite side (leaward side). From my soaring life,
when we did mountain flying you look for the Lenni's knowing you are going
to get 2000 to 5000 or > lift. You enter them the same as you would swim
out of a rip current...at an angle. What Walt says is true. You do not want
to get caught on the leward side of a mountain wave. AOPA has a video on
mountain flying as well as the Soaring Society of America.
Soaring, now that is almost as much fun as flying a YAK or a Viper! Just
got to be patient, prepared to do an off field landing, and have a bladder
the size of a WATER Buffaloo!
