The cracks in the paint is from fabric vibration caused by a resonance. Happens
on CJ's also. I had to re-tape my rudder fabric not too long ago. My short term
fix was to lay more reinforcing tapes over the affected area but I really think
that a foam filler underneath the fabric would be a long-term fix.

Put a "button patch" between the surfaces (cover the patch with Ceconite and refinish)
to draw the rudder covering in tighter. Other than that, remove and replace
the rudder covering completely, being sure it is very taunt (particularly
at the trailing edge where the paint typically cracks and peals) prior to finishing.
