Hi Steve,
I have seen this happen when the oil was very cold and also after an oil change
as you mentioned.
If cold isn't the issue, you may want to try to pouring a couple qt of oil down
into the engine to help "prime" the pump. There is a cap (about 2" diameter)
plumbed into the brown oil vent line on the top of the engine in front of the
generator (right behind the #1 cylinder). Pour the oil in there and see if the
pressure comes up.
I couldn't get oil pressure once after an oil change (I'd let the oil drain for
a week) and Cliff Coy suggested this to me. Worked perfect.

Head pressure is an important issue. For example, when installing a fresh
engine it usually requires about 14 liters of oil on the dip stick to prime
the oil pump. I also agree with Steve Dalton. You want to make sure the
oil is warm and pouring a couple of liters into the engine could help the
situation. After sitting for 3 weeks, it may just be a cavitation issue.
Before filling the oil tank to say, 14 liters, be sure your sump in drained
because you may have 4-5 liters in the sump that has drained down. That 4-5
liters could be a problem with 14 liters reading on the dip stick.
Lastly, the pressure relief spring on the oil pressure relief valve in the
oil pump may have failed.
