Go to the EAA's web page. Call the number listed dealing with FAA issues. They will walk you through the exact process of how to tell your FAA Safety Inspector that he is exceeding his authority and is misinterpreting requirements on an EXPERIMENTAL AIRCRAFT. Believe me. This works. I had FIVE... Count them up... I say again.... FIVE FAA inspectors demanding that I had to have an Aircraft Operating Manual and a whole slew of other things. They were very authoritative, and very demanding, and totally WRONG. The EAA cleared this issue up for me in RECORD TIME. I think this is crazy. I have run into this balance of control surface issue in other experimental aircraft. There is no chapter or book dealing with the specifics. I would say balanced using standard accepted methods. just my thought ________________________________ From: Stephen Prejean Sent: Wed, August 18, 2010 10:36:15 AM Subject: Yak-List: Yak 52 Control Surface Covering and Balance References I am currently working off a punch list from an inspection by the local FAA FSDO Airworthiness Safety Inspector following a 18 month repair of damage from Hurricane Ike. The control surfaces were all replaced with new or serviceable units provided by and recovered by a FAA-certified shop. I did the control surface installations, which were inspected by a local AP (who did the airframe sign-off) and an AI (who performed the Condition Inspection). The Inspector asked for a Yakovlev Yak 52 factory document citation that defines how the control surfaces must be re-balanced prior to a recover or not. Here are his exact words - "Review the maintenance manual concerning control surface balance, if none is required or it has been accomplished, provide a reference". He also asked if there were a citation in the factory manuals regarding the process and materials for control surface recovering. I pointed out that the aircraft was covered using the Poly-Fiber system. He then requested a list of aircraft approved for recovering by Poly-Fiber, which should include the Yak 52. I thought that the covering system manufactures only listed Standard Category aircraft and not Experimental Exhibition. Can anyone help me through this? Thanks, Steve Stephen E. I suspect the cost of shipping,coupled with a stronger dollar,is going to act against it making sense for us,but how much,please?? Our problem on the V 530 is that we have had them all overhauled in Lithuania,and a consequence of them joining the EU is that they suddenly have very tough controls on all industrial waste,and particularly the waste products from chroming. One item that seems to wear is the blade retainers,and the solution has been to hard-chrome,and then grind back to size,but this new legislation has effectively stopped this,so we have a lot of props stuck with no blade retainers,and are trying to find other places to do the work!! Boris has "disappeared" again,just as he promised to deliver a Yak 50 to us that is now 3 years overdue!! He really can be a nightmare to deal with.
