Please let me know what you think and any suggested solutions.
My friend is still trying to get his Operation Limitations amended for change of
ownership and tail number for over 6 weeks now . After a slow and unsuccessful
attempt to get the Atlanta FSDO to do it, he checked with a DAR who told him
that he should put the airctraft back in Phase 1 and start all over. Does this
sound right to anyone and what do you think should or could be done?

Med,
That makes no sense. Under the original FAA Order 8130.2F, he is required t
o notify the geographically responsible FSDO of the change in ownership and
location, and provide them with a copy of the FAA approved maintenance pro
gram if one exists as it does for jets.
HIs ops limitations are on file in DC. His AW cert does not expire. It, and
the AW cert, go with the aircraft. He only has to notify them of the chang
e in location and ownership. However, his FSDO may be using the N number ch
ange as an excuse to reissue ops imits. Of course he will get the new ones
from FAA Order 8130.2G. For Yaks and CJs that should be quite good. There a
re more groups but honestly, te jets are the ones the FAA is trying to stym
ie.
Tell him to look up those two FAA Orders and thoroughly read chapter 10. Th
en he can make an appointment with his FSDO and perhaps push things along.

Med,
Putting the airplane back in to Phase 1 is, IMHO, totally unnecessary,
unless of course he wants the DAR to issue the OL's and Special
Airworthiness Certificate AND pay the DAR's fees.
Does your friend have the new, hard copy of the registration or is he
still waiting on it? The FSDO or the DAR can not issue a new set of
OL's and Special Airworthiness Certificate unless he does have the hard
copy.
Other than having the new registration, what seems to be the problem
with the FSDO issuing the new OL's? Did he contact the EAA and ask for
their help? The EAA has proven to be quite 'influential' in the past
when owners have problem with a FSDO issuing OL's and airworthiness
certificates.

Geez, this is unfortunate. Kinda sounds like a case of total complacency or
maybe a powertrip...? Of course you never know how much an official knows
regarding type and sometimes establishing ANY policy LOOKS stronger and
more authoritative than taking the time to research correct procedure. My
FSDO in Milwaukee was top shelf - very friendly, patient and forthright.
Once I got him all pertinent info, he threw my packet in the mail and
"voila!" I don't know if they ever "share notes / cross reference," but his
name is Pete Carao, MILW FSDO / 414.486.2920

My FSDO told mr the same thing, i.e. need new OL, go hire a DAR, cannot fly my
new CJ until receives new airworthiness certificate, ....
I called EAA Warbirds of America and they emailed me the "Deviation to FAA Order
8130.2G, Change 1". Your friend needs to send a copy of this Deviation to his
FSDO; don't assume his FSDO has a copy or know about it. The revised paragraph
4107c(2) of this Deviation to Order took away local FSDO's power to
request re-issuance of airworthiness certificate for change of ownership or home
base.
Ask your friend to call EAA for help.

Hi Med,
I just read your post again and noticed that it was your friend who asked FSDO
to change the OL. I that case, I am not sure the Deviation to Order would help
him. The Deviation took away local FSDO's power to request re-issurance but
the new owner could still request re-issurance. Since it was your friend who
asked for a new OL, his local FSDO could make him jump through hoops.

Anyone know where these are available from?
One of the current ones I have (attached to rear cockpit gauge) has gone faulty
