Has this person spoken with the EAA Govt. Rep about this issue? Randy Hanson
in particular?
If not, he should. If he does not want to for some reason, hire a lawyer and pay
for the same service.

Med,
That makes no sense. Under the original FAA Order 8130.2F, he is required to notify
the geographically responsible FSDO of the change in ownership and location,
and provide them with a copy of the FAA approved maintenance program if one
exists as it does for jets.
HIs ops limitations are on file in DC. His AW cert does not expire. It, and the
AW cert, go with the aircraft. He only has to notify them of the change in location
and ownership. However, his FSDO may be using the N number change as an
excuse to reissue ops imits. Of course he will get the new ones from FAA Order
8130.2G. For Yaks and CJs that should be quite good. There are more groups but
honestly, te jets are the ones the FAA is trying to stymie.
Tell him to look up those two FAA Orders and thoroughly read chapter 10. Then he
can make an appointment with his FSDO and perhaps push things along.
Hope this helps. Feel free to call my Dir of Mx at IJ Shane Phillips 256-442-8099
if your friend has any questions or wants to hire someone to handle the situation.

Group,
Please let me know what you think and any suggested solutions.
My friend is still trying to get his Operation Limitations amended for change of
ownership and tail number for over 6 weeks now . After a slow and unsuccessful
attempt to get the Atlanta FSDO to do it, he checked with a DAR who told him
that he should put the airctraft back in Phase 1 and start all over. Does this
sound right to anyone and what do you think should or could be done?

Absolutely no need to discuss this one with you Mark unless you notice something
the AAIB investigators have missed and in that case I would suggest you get
directly in touch with them.

I already told you how to fix this. Which part didn't you understand? I have certified
and re-certified almost 50 of these import warbirds.
The FAA FSDO does not want to be preached to by Washington and they are paranoid
about signing anything. As I said, it's nice to be friends with the FSDO, however
they are not here to be your best friend. Know the rules and walk in and
tell them what you want. You have to deal with the manager of the FSDO.
Or just keep asking for more input from this group until you get an answer you
like.
