Hi Dennis; There is no prohibition as such for the use of TSO'D (AN365 or MS20365, etc) nylon self locking nuts under the cowling. They are approved to a temperature of 250 deg.F (120 deg.C) and certainly would not be used on exhaust systems, too close to cylinders or other high temperature areas. But there are many locations where they are quite acceptable. They are approved for control rod end fittings that incorporate a bearing assembly where the nut is tightened on the inner race. And "Self-Locking nuts may be used to secure rocker box covers for all air-cooled engines. They are also used on any engines in locations that are specified by the manufacturer on his assembly drawings, parts list and bill of material or where their use is shown in the Illustrated Parts Breakdown for a particular type and model of engine or accessory." If I am not mistaken, Jacobs used nylock or fiber insert nuts for their cylinder base nuts. Not all parts of the engine are subject to extreme heat and the use of this hardware would be acceptable.
