Agree, not the usual suspect this time. All I can think of right now :--
1. Failed internal actuator seal, air going to both sides. 2. Similar
internal failure of the diverter valve with same result. 3. Mechanical
failure of the ball-lock assy. in the actuator, preventing it's release.
Unlikely unless very high TSO and/or improper adjustment of drag link
over-centre down-lock.
All just guesswork.

I flew three hops today and on the last one the nose gear would not retract
after takeoff. It remained down and locked with a green light. Mains
worked fine and showed Red lights for up and locked. Recycled a couple
times but it didn't help. I know there's a check valve on the firewall but
if it was leaking into the Emerg down air, I believe the mains would also
have remained down.
Any help is appreciated.
