    I was having the same problem with mine, and it is an easy fix. The gill control line goes through a couple of supports as it transitions from the cockpit to the gills. If the clamps around the cable are not tight, the cable sheath will move back and forth, and allow the vanes to close. Turn the knob to full open, and then pull on the cable until the vanes are fully open. Starting at the mount closest the vanes, tighten the part that clamps around the cable. You may need to add friction material, like a strip of rubber around the tube, to have enough clamping force. I hope that helps!
