The following topic link is for a -52, but may assist your fault finding.

For a -52 ... it could be the (parallel) chronometer heaters are causing the observed
voltage change.
Key check is if the 'pitot heat on' warning light isn't illuminating then the pitot
heater is open circuit.
Suggesting a heater element, or more likely a wiring connection, failure.
Hope this helps.

Good morning,
Not too long ago, I decided to look into why my own CJ6's pitot heat wasn't
working at all.
There's a small but very helpful access panel, out behind the pitot mast on
underside of the right wing, for servicing & inspections.
Turns out, someone (I strongly suspect in China?) had removed the pitot
head heating element altogether, and just left the wiring loose in the
pitot mast.
So I just secured the wiring, and - since I only fly my CJ in day VFR -
that system inop until further notice.
If your wiring is disconnected and not properly capped/secured, there may
be a very minor short that shows a weak electrical discharge?
If I recall correctly, the pitot heat cockpit switch is the type with an
inherent circuit breaker/fuse in the switch itself.
Such heater elements are available, so one day after all the other gremlins
are dealt with, I may re-install one.
Maybe these insights help... ?

Justin,
The heating element is located within the first 4 inches of the pitot, I
doubt anyone removed it as it is integral to the pitot. If you have a 4
inch chrome pitot on the tip of the mast/tube then you have the heated
pitot complete. Rather it works or not that's a different issue.

Sam,
It's pretty easy to remove from the mast, disconnect the wires and test it
on a 24 volt source. My guess is that someone has left it on on the ground
and fried it. I do have them in stock if needed. Make sure that you have
a screw driver which fits the screws perfectly if not you will trash the
tiny screws which hold the pitot into the mast tube.
