You need to remove the top of the governor in order to replace the two oil
pressure springs.
But, it is the reverse of what you're suggesting. There is less danger of
overspeeding with high oil pressure.

Subject: Yak-List: MTV propeller replacement springs
As I understand, there are two springs that need to be replaced for raising
the oil pressure when installing an MTV propeller. I assume one of them is
at the back of the R2 governor's oil pump? Where does the second one go?
I don't intend to change them myself - just want to know.
Also, is there any danger in overspeeding the engine when changing these
springs (considering they just raise the pressure)?
Thank you.

For those asking instructions to install the stronger governors brings
in
the Russian R2 governor from Aerometal, our partner in Hungary.

Subject: MT spring installation
Hi Richard,
First and most important is you can install MT springs only into 4th
series
governors. You can check the top cap and if "IV" is written then it is a
4th
one. (we meet before that it cap itself was 4th one but the governor
inside
wasn't .)
To change the bigger spring, you should take of the top cap by the 4
nuts.
Then take if off and easily change the spring. On the drawing it is
number
21. It is simply standing there, nothing special. Then put back the cap
and
fix it with the 4 nuts.
To change the smaller spring, you should take out the reduction valve's
nut
out on the side. The nut is not on the drawing but it is at number 17
and on
the photos as well. Simply change the spring number 12. Then put
everything
back.
Now, when we do this change, we test the governor on our bench to adjust
the
spring with the washer number 17.To adjust the oil pressure that needed
for
the propeller. That's why the best is doing it at Aerometal, but there
is
not that big changes in pressure, so the propeller will but blow up, so
you
can change it, but surly need to check more times before flight.
