Finishing up the tail of my 601XL and looking at some photos of the factory
bird I that the Elevator just hangs there in the full down position.
I'm new to building but I'm almost sure that all the other planes I've flown
had some sort of counter balance to have it in a neutral position when just
sitting there.
I didn't perform the take off during my demo flight so I never noticed a
speed at which it moves by itself to the neutral position. About what speed
would that be?

Some planes have counter weights. But they aren't going to be balanced on
the ground, only in the air. In the air the elevator will be held in
position with a little force from the trim tab.
