It appears that this can be done either from the top or bottom. Would the rivet "bulbs" be unsightly on the inside of the cockpit floor? I think most do this. The bulbs sticking up thru the floor are not a visual problem. Access is the other thing. If you have to drill out any of these, you want to be outside the plane if you can. Drilling and pulling rivets from the inside is hard enough where it's necessary.
