I share your concern about elongated holes. Solutions I'm considering: 1) what you propose - drill out mount plate and rivet in a new one, 2) double the top section of the existing mount plate and rivet it to the existing mount plate, 3) drill the new hole in the existing plate (3.5mm higher) and use a steel washer with bent tab (kindof like on a bicycle wheel) to "fill" the old hold and prevent the bolt from going up and down. I favor the 2nd option. I don't like drilling out critical rivets and redoing them. It's impossible to avoid making the holes slightly larger (i.e. elongated). So I'm likely going to take the doubling approach.
