Here is a reply from an FAA man:
The Notice 8700.42, is not a FAR rule and is only advisory in nature. The notices
are for information and cannot be used in any enforcement case. Trying to enforce
a Notice is like trying to enforce an Advisory Circular they are for information
only.
Your phase 1 and 2 limitations are what you have to go by. Until part 61 is changed
nothing will happen. However I think all pilots should send a comment to
the FAA or your local congress person stating how you feel about the FAA changing
rules. The squeaky wheel gets greases so to speak.

One other thing you lose when going SLA is you can't be a safety pilot for
your buddy getting some IFR sim time.

It sounds like all that is needed for a sport pilot to legally fly it is to
update the Op limits to include the statement that proper category and class
ratings are required by the PIC. This will probably be included on all new
op limits issued for experimentals and it shouldn't be a big deal to get
current op limits updated. Call the FAA and ask about it before you get
ready to sell.

This is the only guy I have ever met who knows how to permanently solve
the valve guide issue suffered by ea 81 converters.
I've had 3 engines almost destroyed and the pucker factor is
unbelievable.
Don't go anywhere else.

Frank's right! Ram Performance would be the better representative for
the Subaru.
I've got a Stratus which I've no problems with thanks to Ram's rework of
the valve guides
for my heads. NSI has an atrocious history of dealing with people
despite the attractive
engineering that they've done on their engine. I'd not want to own an
NSI Subaru and have
any problems that required warranty or recourse from them. Very
difficult doing any business
with them. I'd recommend Rams engines and Ron is an excellent person to
deal with.
If I had do overs I'd still go with my Stratus because I especially like
the redrive and the way it's put together
in spite of the valve guide problem. It's the only water cooled engine
that I can back down into an
economical 3.5 to 4 gallons per hour and still fly 87 octane car gas or
100 LL at 100 mph at the price.
If you want to go fast you need the Jab 3300 or the Corvair.

AND....I have been doing a lot of research on "proper aircraft" and
associated leaning procedures.
I have never been impressed with the carbs that vary your mixture for
you. I can guarantee the Bing carbs on the Stratus do not give a good
even distribution.
I do know Ram were experimenting with a throttle body and I would
imagine one could vary the mixture in flight.
I think with this setup and a THOROUGH knowledge of leaning procedures
one could have a very efficient package indeed.

I am in the process of placing the upper elevator horn 6t3-4. the instructions
state to align the center of the drilled 3/16" hole with a straight edge along
the leading edge of the elevator. in my plane that places the front edge of the
bottom flange about 4mm beyond the edge of the elevator skin, but it does not
extend past the piano hinge line. did anybody else find this to be the case
in their plane or was the bottom flange of the horn flush with the leading edge
of the elevator skin?
