Hi Ben,
I'm not sure, but there is no doubt in my mind that the upgrade amounts to a
major change. This would suggest going back to phase I testing for some
period of time.
Perhaps this question is best asked of your local FAA FSDO.

Ben,
What you have to do is call your local FSDO and tell them you have done th
e upgrade for the Zenith 601xl and you are requesting permission to enter
Phase 1 of testing and use the same test area that was defined in the ini
tial test flights for the 40 hours. If you are in a new area you will have
to submit a new map and they will approve or modify your map. After you
are approved for testing you must call ATC and inform them you will be co
nducting test flights and they may or may not give you a squawk code.
The FAA is very serious about these upgrades so I wouldn't be caught just
flying around without the proper log book entries.
We are doing upgrades and have to do this for each airplane we finish and
since the aircraft did not do their 40 hour testing here we have to submi
t this every time one is finished.

I spoke with FSDO (Detroit area) after my upgrade to inform them of the
upgrade. They required 5 hours of phase one restrictions.
I did not have to call them back when it was flown off.
It did require a log book entry and I was able to complete the annual
condition inspection at the same time.

The representative whom I spoke with from the Pittsburgh FSDO said 5
hours was required, followed by a logbook entry upon completion. He was
very interested in my upgrade, and what it involved, so he made
arrangements to visit my shop and see for himself. This was not an
"official" visit, but rather for his own understanding of what it was
all about. His interest was very commendable and welcome.
