I don't think that standard torque values apply when using bolts as pivots, so I'd torque it down until you achieve the desired clearance, and then use a castellated nut cotter pinned in place through the hole in the bolt. (You DO have a hole in the bolt, right?) A bushing? Only if more than normal wear is anticipated. Just my opinion(s).
